BayTran 11th Annual of the Counties Address

County judges from Brazoria, Galveston and Harris counties were the featured guests at the Bay Area Houston Transportation Partnership’s 11th Annual State of the Counties Address on Wednesday.

BayTran President Coletta Castleschouldt welcomed the large crowd to the Downtown Aquarium in Houston.

Reverend Tony McCollum of the Seabrook United Methodist Church gave the invocation; BayTran Vice President Bob Robinson led the Pledge of Allegiance.

BayTran Chair Tobin Maples introduced the elected officials at the event and talked briefly about the challenges facing the region.

“We’ve got a lot of issues going on and a lot of development that is going to occur and traffic that is going to occur with the opening of the Panama Canal and what the impacts are going to be to our ports here,” Maples said. “So we need to start preparing and ensuring that infrastructure gets put on the ground. And again, BayTran stands ready as a partnership to help implement that infrastructure and the leadership and management and operational issues that are going to be vitally important.”

Harris County Judge Ed Emmett was introduced by Commissioner Sylvia Garcia.

“We have got to cooperate to solve the problems that we all face and nowhere is that more clear than in transportation,” Emmett said. “I have given speech after speech after speech about this area being the gateway of North America.”

Emmett said the region must position itself to take advantage of the global market that will expand in the future with improvements to highways, toll roads, commuter rail and high speed rail to other regions, as well as improvements to the ports in the region.

Brazoria County Judge Joe King was introduced by Commissioner Matt Sebesta.

“The traffic problems that exist here in the region are definitely going to take a great deal of effort and a whole lot of cooperation,” King said in agreement with Emmett.

Galveston County Judge Jim Yarbrough was introduced by Commissioner Ken Clark.

“You know I’m not certain of too much, but I am certain that tomorrow will come,” Yarbrough said. “We are going to have a tomorrow and a future in this region. Now how that looks and how that works, we have a whole lot of input on.”

Yarbrough agreed that cooperation between the counties is critical to the success of the region and complemented BayTran on its first 20 years.

“BayTran, congratulations on the part you do to help us get on those right avenues where we can enjoy success for years to come, and people 30 to 40 years from now can look back and say ‘Job well done, they gave us good options and they put us on a good platform’,” Yarbrough said.

Bob Robinson delivered a Regional Transportation Tribute; Ned Holmes of the Texas Transportation Commission presented the 2010 Charles A. JacbsonTransportation Enhancement Award to Judge Emmett; and Maples gave brief closing remarks.

“In the early 90s, 20 years ago, Charles A. Jacobson, Chuck, founded the Bay Area Transportation Partnership,” Robinson said, honoring the namesake of the award. “He is the father of BayTran.”

“I want to congratulate BayTran for recognizing how important it is to bring multiple counties in your region together, because quite frankly, we are not going to solve all of the problems that we all live with on a daily basis without working together,” Commissioner Holmes said in his presentation of the award to Emmett. “

“You know, we heard some common themes today,” Maples said. “The uncertainties about funding transportation and our regional needs, and the need for realignment at all levels of government that will help shape the future and create a new reality for all of us.”

El Censo ya está aquí

Después de anunciarse ampliamente en todos los medios, el Censo del 2010 ha comenzado y TODOS, ciudadanos o no, tenemos que participar y ser incluidos en el conteo.

A partir de esta semana vamos a recibir en el correo un cuestionario con diez sencillas preguntas sobre los que viven en nuestro hogar. Lo tiene que llenar la persona bajo cuyo nombre está la vivienda (en caso de ser propietarios) o el contrato de arrendamiento (en caso de que renten un departamento o una casa).

TODOS los que habitan en esa vivienda el día 1º de abril deben incluirse en el formulario. Esto quiere decir que tanto familiares como no familiares deben listarse en el cuestionario del censo.

Para que no exista ninguna barrera de idioma hay cuestionarios en español. También habrá ayuda para los que no saben leer o tengan problemas para entender las preguntas del censo. Por favor llamen al 1-877-EL- CENSO (1-877-352-3676) si tienen dudas o necesitan mayor información cuando estén respondiendo las preguntas del censo.

Si de casualidad no reciben su cuestionario, se les pierde o se lo come el perro (a veces sucede), busquen un formulario en las oficinas del correo, centros comunitarios y otros puntos de información que se han establecido.

Yo sé que la gente tiene muchas ocupaciones, pero debemos hacer tiempo para regresar el cuestionario por correo antes o el 1º de abril. Solo toma diez minutos el responderlo.

Si por alguna razón no regresa el formulario, los va a contactar un empleado del Censo 2010 para contar a los que viven en su hogar. Los trabajadores del censo fueron reclutados en las mismas comunidades donde vive la gente para que todos ofrezcan su información sin reservas.

Si algún empleado del Censo toca a su puerta, recíbanlos con confianza. Ellos son respetuosos de sus vecinos y son gente que ha aceptado la responsabilidad de hacer un conteo completo.

No me canso de repetir que la información que se obtiene por medio del Censo es confidencial. Quienes trabajan para esta organización hacen una PROMESA de no compartir con nadie los datos. Por ley existe una pena de multa y cárcel para quienes no respeten la CONFIDENCIALIDAD del Censo.

Los resultados del conteo se usan para obtener fondos federales que se invierten en muchos proyectos comunitarios. Se estima que por cada persona que no se incluye en el censo, el condado pierde alrededor de $13 mil dólares en los próximos diez años. Si pensamos que los hogares Hispanos tienen un promedio de cuatro personas, por cada hogar que no responde se pierden $52 mil dólares. ¿Le cerrarías la puerta a un cheque de $52 mil dólares?

Pensemos en los beneficios que recibirán sus hijos a través de las escuelas, calles, hospitales, parques y tantos otros programas para la comunidad.

Recordemos que el censo no es una encuesta cualquiera, es un conteo completo del país por mandato constitucional. Respondamos sin temores las preguntas del formulario y enviémoslo por correo antes del 1º de abril.

Hablemos con nuestros vecinos y familiares sobre el tema y ayudemos si tienen alguna pregunta sobre el formulario. La población de origen Latino tiene un papel muy importante en el futuro de este país. Apoyemos un conteo completo y detallado de nuestra comunidad.

Seabrook library patrons have reason to celebrate

As supporters of the Evelyn Meador Library in Seabrook gather for a spaghetti dinner fundraiser Friday, Jan. 29, they will have good news to celebrate.

A kick-off ceremony to mark the start of the new library building’s construction is planned for Feb. 19 at 11 a.m. at the Meyer Road site.

A construction contract has been awarded to Teal Construction Co. of Houston, and Harris County planners will meet with the construction team to firm up project details on Feb. 1, said Rhoda Goldberg, director of the Harris County Library System. A demolition date for the old building, damaged in Hurricane Ike, should be set during that meeting.

Goldberg said she hopes the new library will open its doors in spring 2011.

“I am simply delighted to have this project moving forward,’’ Goldberg said. “The commissioner has been behind this 125 percent and everybody has been working so hard to get this project moving.’’

Garcia’s vow

Library supporters were shocked last October when Harris County Precinct 2 Commissioner Sylvia Garcia told the crowed gathered at what was supposed to be a groundbreaking celebration that the project was on hold due to lack of funds.

Garcia vowed to find the money and, three weeks later, she got the vote of fellow Harris County commissioners to fund the project.

The $4.9 million price tag on the 20,000-square-foot facility includes a construction bid of $4.4 million and about $500,000 for design development, Goldberg said.

Harris County is footing $3.6 million of the cost, with Seabrook contributing $1.3 million approved by voters in a bond referendum.

Spaghetti dinner

The spaghetti dinner fund-raiser, hosted by Friends of Evelyn Meador Library, will raise money for items that are not in the county budget, such as community programs, support materials and aesthetics like artwork.

The dinner is from 5 to 7 p.m. Friday at Bay Elementary, 1502 Bayport Boulevard in Seabrook.

The non-profit Friends group also is raising money by selling pavers, book plates and offering sponsorship opportunities such as the community room and a donorship wall.

The new library, which is three times the size of the old building, will have a computer lab, separate children’s space and Friends’ bookstore.

Damaged in Ike

The 20-year-old Evelyn Meador Library on Meyer Road suffered major damage in Hurricane Ike and has since been closed. Storm surge ruined all the cabinets in the building in addition to four feet of sheet rock.

The new library will be built on the same Seabrook property and the current building will be demolished to make room for more parking.

Meanwhile, the library system is serving its Seabrook clients through the Freeman Library in Clear Lake City and the La Porte library.

Estoy enamorada de Houston y de su herencia histórica

Una de las razones por las que estoy enamorada de Houston es porque esta región está llena de lugares de interés histórico. Como soy una aficionada a todo lo que se refiere a la historia, mi lugar favorito en la ciudad es el Monumento y Museo de San Jacinto. Yo soy Tejana, y eso puede explicar por qué me gusta tanto ese lugar.

Al ir uno acercándose al parque donde está asentado, el Monumento de San Jacinto te hace viajar en la historia. Los distintos registros históricos que llevan a este punto de referencia que llama la atención desde lejos indican que está va uno viajando en el camino a la independencia.

A 570 pies de altura, la torre tiene vistas al campo de batalla de San Jacinto y el Canal de Navegación de Houston. Siempre me sorprende por la grandeza de este monumento y lo que representa. Allá arriba, como una joya, la estrella de Texas domina una zona que simboliza los tesoros más valiosos de nuestro estado: la costa, nuestros recursos naturales y la fuerza indeleble de su pueblo.

Dentro del museo, siempre encuentro joyas de todo tipo. Las imágenes de otros tiempos me recuerdan a la ciudad de Houston, el auge. Fotografías en blanco y negro de cien años muestran el dinamismo de una región donde las fortunas se hicieron y celebridades de todo el mundo viajan para presenciar el poder de la economía del petróleo.

Los objetos en el museo, muñecas, espadas y escudos, siempre me cuentan historias secretas de gente de otros tiempos, pero que todavía susurran en nuestros oídos: "Piensa en grande, sé mejor".

Cada año, en abril, el Monumento de San Jacinto vuelve a representar una batalla que fue el fundamento de la identidad de Texas. Es entonces cuando "El Monumento" se vuelve llena de colores. Muchas personas se visten con trajes de época, montan sus caballos y recuerdan con orgullo la lucha que nos dio la tierra que tanto amamos.

Estoy enamorado del campo abierto alrededor del monumento, sus sólidas paredes de piedra y las olas del canal que lo rodean. El Monumento de San Jacinto es parte de mí. Es mucho más que una atracción turística, es el símbolo de Texas y de su independencia.

Ground broken for new Seabrook library

Ground was broken Friday in Seabrook for the new $5.6 million Evelyn Meador Library as teams worked nearby tearing down the old library that was nearly destroyed by Hurricane Ike.

Harris County Commissioner Sylvia Garcia and Seabrook Mayor Gary Renola joined Friends of Meador Library President Marianne Kolar, County Public Library System Director Rhoda Goldberg and the daughter of the late Evelyn Meador, Lynn Meador Hall, in turning the first shovel of dirt adjacent to the old facility at 2400 N. Meyer Road.

“By golly, I told you we’d get it done,” Garcia said as she addressed the crowd when the groundbreaking celebration started.

“I told you I’d find the money,” she added, referring to an earlier gathering that was supposed to be a groundbreaking when she had to tell the crowd the money was not yet available to start construction.

She promised then she would sift through the county budget and try to come up with the necessary funds to go with the $1.3 million Seabrook residents had approved in a bond election. A short time later she did.

“This new library will be a great asset to future residents of the entire Bay Area. Working with the city and the Friends of the Meador Library, I am excited to be able to build a new building and improve and expand our Harris County Public Library in Seabrook,” she told the crowd.

Renola recognized the Seabrook City Council members present — Laura Davis, Paul Dunphey, Don Holbrook, Thom Kolupski, and Mayor Pro-tem Kim Morrell — and Judge Joe Pirtle, a former mayor who was involved in the building of the original library.

He also praised Garcia for her diligence in finding the funds. “Things are really tough so it’s not easy to find several million dollars,” he said.

The new facility will take about a year to build, Renola said, with move-in expected early next year. It will contain 21,100 square feet of space. The old library only contained 7,200 sq

The San Jacinto Monument is history for County Commissioner Sylvia Garcia

When asked to write about one thing in the Houston area she loves, Harris County Precinct Two Commissioner Sylvia Garcia chose the San Jacinto Monument.

One of the reasons I am in love with Houston is because this region is populated by so many historic sites. Being the history buff I am, my favorite spot in town is the San Jacinto Monument and Museum. I am a Texan and that can explain why I feel this way.

As you approach the park where it stands, the San Jacinto Monument makes you travel in history. The various markers leading into this unavoidable landmark indicate you are riding the road to independence.

At 570 feet high, the tower overlooks the San Jacinto battleground and the Houston Ship Channel. I am always amazed by the grandeur of this monument and what it represents. Up above, like a jewel, the Star of Texas dominates an area symbolizing our state’s most valued assets: the coast, our natural resources and the indelible strength of its people.

Inside the museum, I always find jewels of all kinds. The images of times past remind me of Houston, the boom town. The hundred-year old black and white photographs show the vibrancy of a region where fortunes were made and celebrities from around the world travel to witness the power of the oil economy.

Objects like dolls, swords and badges tell me secret stories about people that are no longer among us, but that still whisper in our ears: “Think bigger, be better.”

Every year, in April, the San Jacinto Monument reenacts a battle that was the foundation of the Texan identity. It is then when “The Monument” gets more colorful. Many people wear their vintage clothes, ride their horses and remember with pride a struggle that gave us this land we cherish.

I am in love with its open space, its solid stone walls and the surf it is surrounded by. The San Jacinto Monument is so much part of me. It is a lot more than a landmark; it is the symbol of Texas and its independence.

Greater East End Management District recipient of $5 million to improve sidewalks

The Greater East End Management District is proud to announce that it has been awarded $5 million in stimulus funds for bringing sidewalks to city standards along Navigation, York and Sampson in the East End, said Diane Schenke, President Greater East End Management District. These sidewalk improvements will also include lighting, striping, benches, plantings, transit shelters and ramps. These sidewalk improvements will enhance walkability and improve access to bus and light rail transit services in the East End.

These improvements are “shovel ready” and based on extensive community input, preliminary engineering has already been completed on a block by block basis. All of these improvements will be made between the existing curb and the property lines within the public right of way. No property will be taken and no changes to traffic operations are required. The District anticipates issuing the first construction contract within 3 months of grant award, said Schenke.

Alan Clark, Director of Transportation for the Houston Galveston Area Council, stated “The Transportation Policy Council approved $5 million for implementation of livable center projects in the East End neighborhood. Developed in partnership with the Greater East End Management District, these projects will improve transit access and pedestrian infrastructure in the strategically important East End neighborhood. These projects are possible because of American Reinvestment and Recovery Act funding. The Transportation Policy Council is appreciative of the support Congressman Green, Senator Gallegos and METRO displayed for these important projects.” The Greater East End Management District also thanks its other supporters, including Representative Carol Alvarado and Commissioner Sylvia Garcia.

Congressman Gene Green, one of the supporters of the project, said “I am glad that this money has been approved for the East End. It will benefit a highly transit dependent population in Houston’s East End and will also promote improved air quality, safety, and economic development in the area. The funding from the American Recovery and Reinvestment Act continues to go a long way, and we are glad to work with the Transportation Policy Council in the Houston-Galveston area to better our community.”

This is the first component of the Livable Centers plan to be funded. Future extensions of these sidewalks will connect with the extensive trail and park system along Buffalo Bayou, as envisioned and realized by Buffalo Bayou Partnership. Other elements include a revitalization of the Guadalupe Plaza.

Infrastructure improvements are one of four programs provided by the Greater East End Management District to attract more business opportunities and provide a safe environment within the district and among members. Founded in 1999, The Greater East End Management District’s mission is to enhance the image of the District, to attract more businesses, and to increase economic activity in the area.

Public asked to help artist tell Pasadena’s story

The lobby of the new Harris County Courthouse Annex now under construction in Pasadena will include mixed-media art telling Pasadena’s colorful story.

The artist is Dallas-based Ellen Frances Tuchman who has created similar pieces for the Federal Reserve Bank building in Houston and Dallas’ Stoneleigh Hotel.

And, she needs the help of the community in collecting pieces of Pasadena’s history to include in the 23-foot mural wall.

“Photos, post cards, souvenirs and any sort of collectibles (1890-2000) relating to Pasadena are eligible to be included ‘in’ the artwork,” says Tuchman. “I am eager to meet with people who have pieces of memorabilia they would like to share with the community.”

To that end, Tuchman will be in Pasadena on Saturday, Jan. 30, from 10 a.m.-4 p.m. to allow area residents to show her their pieces of Pasadena history for possible inclusion in the art piece.

She will look at memorabilia at Harris County’s Kyle Chapman Annex located at 7330 Spencer Highway in Pasadena.

Details on how people may donate items and how unused items will be returned are also available at www.ellenfrancestuchman.com

In addition to bringing items for Tuchman’s personal review on January 30th, items may be dropped off at the Kyle Chapman Annex during the Precinct Two office’s business hours of 8 a.m.-4:30 p.m. through Feb. 26.

While there is no restriction on the type of items that may be included in the artwork, there are certain size limitations. While the width and the length are not restricted, donated items may be no deeper or thicker than 1.5 inches in order to fit into the artwork.

The timeframe being considered begins with Pasadena’s settlement in 1890 and includes anything and everything through 2000.

Harris County Precinct Two Commissioner Sylvia R. Garcia initiated the art project to include education and history in a public building by incorporating Pasadena’s history in the lobby.

“I want a public lobby that will engage anybody who walks into the building in the story of settlement, growth and progress that is Pasadena,” said Commissioner Garcia. “I hope to see the entire community become as excited as we are about the potential for including actual pieces of Pasadena’s history in this new public building.”

The courthouse annex, located at the intersection of HWY 225 and Richey, has been named the John Phelps Courthouse Annex to recognize the longtime area businessman and volunteer. Construction on the $16 million dollar project began in September of 2009 and it is scheduled to open in October of this year.

Nothing draws a crowd like a camera

For an upcoming story on the restoration project at Sylvan Beach, I wanted to set up a photo with some people in it. I called La Porte Parks and Recreation Director Stephen Barr, who has been my primary source on this story since the project began in April.

Barr, ever helpful and a pretty good photographer himself, filed all the paper work to get grants to pay for the beach renourishment work, and I thought he would be a logical choice to be in the photo.

He was a bit reluctant to be the only one in the picture, so he talked to Gilbert Smith, Harris County Precinct 2 recreation superintendent, who also helped with the project. The county owns the park and will operate the beach once it reopens.

From Barr's conversation with Smith, the photo opportunity expanded to include five elected officials: Harris County Precinct 2 Commissioner Sylvia Garcia, La Porte Mayor Barry Beasley, State Sen. Mike Jackson, R-La Porte; and two state reps, Wayne Smith, R-Baytown; and John Davis, R-Houston. They all turned out for the picture-taking session on Monday, Jan. 25.

But hey, there's a lot of beach, and, as the elected officials said, it truly did take a joint effort among the city, county and state.

It began in the late 1990s with a grant from the Coastal Erosion Planning and Response Act administered by the Texas General Land Office, Barr said. That first grant was for a feasibility study to see if the restoration project made sense.

Ultimately, the GLO ended up providing $2.1 million, with $600,000 from the county and about $700,000 from La Porte.

The restored beach, I've got to say, is spectacular. It may open this Saturday, Jan. 30, if the final inspection on Friday goes OK, Barr said.

Commissioner Garcia has taken a proactive role in ensuring that all Precinct 2 residents are counted. She understands that federal dollars are at stake and we must get our fair share. Federal dollars are awarded based on census data and many county programs are federally funded. Government dollars for roads and bridges, senior, youth and veterans programs libraries and health care facilities are often determined by population counts. Commissioner Garcia has launched her "Precinct2counts" campaign to make sure everyone is counted.

Comisionada García se ha comprometido a mantener los caminos y puentes del Precinto Dos en la mejor condición posible.

La Comisionada Sylvia R. García fue elegida a la Corte de Comisionados del Condado de Harris en noviembre de 2002. Ella es la primera mujer y primera Hispana elegida por su propio derecho a la oficina. García remplazó al Comisionado Jim Fonteno, quien sirvió casi 30 años en la Corte. Antes de su elección, la Comisionada García se desempeñó como Contralor de la ciudad de Houston, donde ganó una reputación como guardián de los contribuyentes y luchó por proteger los impuestos de las personas. García también se desempeñó como Directora y Juez Presidente del Sistema Municipal de Houston por cinco periodos sin precedente en el puesto, sirviendo a dos alcaldes.

La Comisionada García es oriunda de la comunidad agrícola de Palito Blanco al sur de Texas. Asistió a la Texas Woman's University con una beca y se graduó con una licenciatura en trabajo social, y recibió su título de Doctor en Jurisprudencia en la Thurgood Marshall School of Law de la Texas Southern University.

SWAT (the Standing Water Attack Team) (el equipo de ataque de agua estancada) está en alerta constante para identificar posibles criaderos de mosquitos y responder rápidamente a los brotes.

Asimismo, la comisionada Garcia ha añadido la mejora de los parques, como el Gene Green Beltway 8 y los Parques Jim y Jo Ann Fonteno. Además, estableció el santuario de la naturaleza Allison Pierce, convirtiendo un basurero en un espacio verde y hermoso. Ella ha trabajado conjuntamente con el Control de Inundaciones del Condado Harris para agregar caminatas y senderos para bicicletas a lo largo de los pantanos del Precinto Dos.
